GenAI boosts productivity – that’s proven. But there’s a side effect missing from most business cases: the ability to think independently is declining. Gartner forecasts that by end of 2026, half of all organizations worldwide will introduce “AI-free” competency assessments – because they’re no longer confident their people can make valid decisions without a copilot. The uncomfortable question for every CIO currently rolling out GenAI: What if today’s productivity gains cost tomorrow’s cognitive capacity?
The Gartner Strategic Predictions for October 2025 state it plainly: GenAI usage leads to the atrophy of critical thinking skills. As a result, 50 percent of global organizations will require AI-free competency evaluations. It’s one of the few Gartner predictions that offers no technological promise – only a warning.
What does AI-induced competency atrophy mean? Competency atrophy describes the gradual loss of skills no longer regularly exercised. When an analyst uses GenAI daily for summaries, presentations, and decision briefings, they train AI operation – not deep analytical engagement with the subject matter. After 12-18 months, independent analytical capability measurably weakens.
This isn’t a fringe phenomenon. A CIO Dive analysis of Gartner’s forecasts puts it bluntly: “AI is stealing your skills” – a behavioral side effect of the technology, not a technical flaw. The copilot works perfectly. The problem sits in front of the screen.
AI-induced competency atrophy hits amid an already strained landscape. McKinsey data shows: 87 percent of organizations either already have competency gaps (43 percent) or anticipate them within the next five years (44 percent). The IT skills crisis is expected to affect 90 percent of organizations globally by 2026.
The economic damage is quantifiable: $5.5 trillion in potential value creation is at risk – due to delayed transformations, failed projects, and missed market opportunities. This isn’t distant-future speculation. It’s the reality manifesting in extended time-to-market cycles, rising project costs, and growing reliance on external consultants.

The irony? GenAI is deployed as a solution to the talent shortage. “AI will augment 50 percent of office workers by 2026,” Gartner forecasts. That’s accurate. But augmentation and substitution of cognitive labor are not the same. Giving teams GenAI to fill capacity gaps – while simultaneously eroding their independent thinking – trades a short-term fix for a long-term liability.
Financial Services: Risk assessment, regulatory interpretation, and credit decisions demand judgment that cannot be automated. When analysts grow accustomed to having AI prepare risk assessments, they lose the intuitive sense for anomalies – the very intuition built over years of hands-on analysis. EU regulators will soon mandate AI-free stress tests for critical decision processes. DORA and the EU AI Act provide the legal foundation.
Healthcare: Diagnostic AI achieves higher accuracy rates than radiologists in some studies. But what happens when the physician tasked with reviewing the AI recommendation no longer possesses the competence to challenge it? The FDA and EMA are already debating requirements for human review competency as a prerequisite for approval of AI-based medical devices.
Legal Sector: AI legal assistants dramatically accelerate due diligence and contract analysis. The flip side: junior associates working primarily with AI-generated drafts fail to develop the same depth of legal reasoning as their predecessors. Law firms already report quality issues in independently drafted legal submissions. The finding is consistent across sectors: The first generation to work fully with GenAI develops deep tool proficiency – but shallow domain expertise. And in regulated industries, that domain expertise becomes a liability risk.
Proponents of unregulated AI adoption argue: Calculators didn’t destroy mathematical thinking. GPS didn’t erase our navigational ability. GenAI won’t replace critical thinking – it will transform it. The core competency shifts from “performing analysis yourself” to “asking the right questions and critically evaluating AI output.”
That argument holds merit. The ability to critically assess AI output – and craft effective prompts – is a new skill requiring deliberate training. The question is: Can you evaluate AI output if you’ve never mastered the underlying discipline independently? An experienced analyst using GenAI has reference frameworks to spot errors. A new hire who starts day one with a copilot lacks those frameworks entirely.
Precisely why Gartner forecasts AI-free assessments – not to roll back AI, but to ensure those steering it can also think without it. It’s about fallback capability – not nostalgia.
1. Introduce AI-free competency assessments: Not as punishment, but as baseline measurement. Where do your teams stand when the copilot is switched off? Results reveal precisely where targeted upskilling is needed. In finance and healthcare, regulatory mandates will compel such tests within the next 18 months anyway.
2. Define “deep work” periods without AI tools: Two to three hours per week dedicated to analyses, strategy papers, and decision briefs created without GenAI support. It may sound like wasted time. It’s an investment in cognitive muscle – the difference between average and exceptional decision quality over the long term.
3. Build mentoring structures for AI natives: New hires entering the workforce with GenAI from day one need seasoned colleagues to demonstrate how the discipline functions without AI – not as history lesson, but as calibration: How do you recognize nonsense in AI output if you haven’t mastered the subject yourself?
4. Measure AI competence and domain competence separately: Most performance systems track output volume and quality – but don’t distinguish whether output was human- or AI-assisted. Skills-based talent management (rising from 46 percent today to 90 percent by 2027, per Gartner) must capture both dimensions: How well does someone use AI? And how well do they perform without it?
GenAI is the most powerful productivity tool since the spreadsheet. But powerful tools have side effects. Gartner’s forecast of AI-free assessments isn’t alarmism – it’s the logical consequence of an observation any IT organization can make: Teams using copilots for 18 months deliver faster. But their ability to deliver without a copilot has measurably declined. CIOs addressing this now safeguard their organization’s decision quality. Others will only notice when the copilot is unavailable – or when it’s wrong, and no one notices.
AI-free competency assessments are evaluation methods where candidates or employees must complete tasks without access to GenAI tools. Their purpose is to measure independent analytical and creative capabilities. Gartner forecasts that 50 percent of organizations will implement such assessments by end of 2026. These assessments don’t replace AI-based evaluations – they complement them by isolating and measuring human judgment.

The right approach is nuanced: GenAI as the default tool for routine tasks – but intentional AI-free periods for work demanding independent thought. Like athletes training with free weights despite having machines – not because machines are flawed, but because stabilizer muscles develop only without mechanical assistance.
The CIO owns the GenAI rollout – and therefore its side effects. That means embedding AI-competency monitoring into rollout strategy from the start – not as an afterthought. Specifically: baseline assessments before rollout, biannual follow-ups, and clear triggers for corrective action. With 90 percent of CIOs set to implement skills-based talent strategies by 2027, the GenAI-cognition paradox belongs squarely in that strategy.
